The declaration of the Constitutional Monarchy took place with events that brought public opinion into being for the first time in the Ottoman Empire. Actions, rallies, meetings and stopped strikes... The public opinion, which later gave its vitality to 1908, passed the power and spontaneity of the street once the annexation of Bosnia-Herzegovina by Austria and the declaration of independence of Bulgaria.
