"Nowhere in the world, when peace prevails, when the children, citizens and neighbors of a country live in unity and in the same city and land, under the same laws and pay the same taxes, and have the same legal rights to demand the protection of life, property and honor by law, can such a situation ever occur. What had happened was that the children of a country suddenly rebelled against their own brothers, that the citizens were in a hurry to rob and kill other citizens, that the institutions responsible for enforcing the laws became the executioners of the unarmed citizens. It is witnessed many times."
