METU Department of Economics Retired Faculty Member Prof. We present to the readers twenty-three of Oktar Türel's articles written between 1979 and 2010, under the name Late Barbarism Age (I-II) and in two books.
The Late Barbaric Age-II consists of two parts. The first three articles of Section A, subtitled "Transformation in Planning and Institutional Structure", are about the central economic planning (MRP) experience in Turkey. These articles examine what goals and what tools Turkey tried to achieve with the MRP adopted in the "Planned Period" (1960-80). In the second trio of Section A, three dimensions of institutional change in Turkey after 1980 are examined: The restructuring of the public sector, the radical commitment of the Central Bank to neoliberal conservatism under a new legal framework, and the introduction of a regulation in banking compatible with neoliberal doctrine.
