Kautilya was a statesman who was the architect of the rise to power of the first Maurya Emperor, Chandragupta, for whom he served as advisor and prime minister between 340-293 BC. Arthashastra, which he wrote with his deep knowledge of philosophy, politics and economics, is one of the most comprehensive works ever written in the field of state administration.

It is a huge work that touches on almost every issue related to the structure and functioning of the state and society, from the duties of the ruler to the salaries of civil servants, from rebellions to wars, from property law to the penal system.
