
Cities Without Women
Today, the inequality that is rooted in the social positions of women all over the world and the gender discrimination that covers many areas from education to health, from transportation to security are also experienced in Turkey. Public policies in our country are constantly fed by this system that produces 'power and power' relations in favor of men; It keeps women away from access to economic resources and public space. These policies, as such, create new areas of inequality; It strengthens existing ones. However, when these public policies are designed in a gender-sensitive manner, they can also bring different practices to the agenda or offer ways to eliminate these inequalities based on certain priorities. If a policy is developed that takes into account the special experiences of women in the production and delivery of public services with a gender-sensitive approach at every stage from the design of public policies to their implementation; Significant progress can be achieved in gender equality. Making public policies effective in this direction is only possible by mainstreaming gender. Here are the people who conducted the research that forms the basis for this study, the municipal plans and programs of Kars, Sanliurfa, Nevsehir, Izmir, Samsun, which are within the scope of the United Nations Joint Program, Women-Friendly City Project, and the neighboring cities that are not within this scope, Erzurum, Diyarbakir, Kayseri, Manisa and Ordu. examined women's capabilities from a gender perspective. The structure of municipal budgets was again separated, taking into account the well-being of women. Visits were made to city centers and the opinions of service providers and service users were compared; Observations were made in terms of gender equality in daily life. Within the scope of the research, it was concluded that although the cities in question tend to develop and improve in terms of various material indicators, they have the appearance of a "city without women", far from actually establishing equality in the context of social life. Suggestions for equitable local policy design and implementation were presented.
