The only means of policy implemented by states in international relations is power. In international relations, power is the influence exerted by a state against another state, aiming to make that state do something that it would not want to do under normal circumstances. On the other hand, talent that is not used as a tool of policy or is not capable of being used does not have the quality of being a power.
