This book focuses on the place of the speech act, which is the founding element of Aristotle's "homo-politicus", in today's democracy. Theories of deliberative democracy argue that the legitimacy crisis experienced by modern capitalist democracy can be overcome by reconsidering speech as a form of public activism. However, the realizability conditions of deliberative democracy primarily require "democracy in negotiation".

To what extent can communication processes taking place on different grounds in the public sphere be inclusive and egalitarian in their internal functioning? Can the procedures that shape a democratic negotiation prevent the exclusion of certain views, forms of expression, and definitions of identity? How much do the tools that convey political speech determine its democratic functioning?
