
The Real Face of Development Recipes
Today's developed countries did not develop with free market - free trade policies and basic democratic institutions, as was thought. The policies that these countries, in cooperation with the IMF, World Bank and WTO, propose to developing countries and even require to be implemented are not policies that develop them. On the contrary, they all used tariff protection and incentives to develop their industries. In the early stages of their development, they lacked basic institutions such as democracy, a central bank and a professional public administration. Patents, bankruptcy, limited liability, women and child labor, these were all regulated over the decades. So why are they now proposing neo-liberal policies rather than policies that ensure their own development? Ha-Joon Chang, a Korean economist, argues that developed countries are "pushing the ladder" that leads them up, thereby robbing poorer countries of their chance at development. Using a wealth of historical material, Chang refutes the orthodox development prescription. This book, which received the 2003 Myrdal Award from the European Foundation for Evolutionary Political Economy, shows the true face of the prescription that is imposed on many countries, including Turkey, and is met with protests.
