When we evaluate the situation in terms of our connection with the Kurdish tribes living in the Eastern Anatolia and Southeastern Anatolia regions today, it is possible to find deep traces of the organizational forms of the shepherd communities in the organization of the Kurdish tribes. Especially the fact that the region they lived in was mountainous and suitable for animal husbandry rather than agriculture caused them to organize the first communities in accordance with the shepherd type, albeit in a nomadic, semi-nomadic or settled manner. This situation manifested itself most in the fact that, as Ziya Gökalp correctly determined, the centers of gravity of the Kurdish and Arab tribes were "tribes". However, when we look at the Turkmen provinces, we see that the center of gravity is the "province". Province is a higher form of organization than tribe. Nowadays, when "tribe" is mentioned, most people think of a strict "goverty" system. However, there are major differences between them in terms of structure and functioning. Although both systems fall within the feudal structure system, they differ in terms of their formation and social structuring. Although the first element that characterizes feudal society is the very strict implementation of the system of obligations based on kinship or lineage, in reality the feudal relationship cannot be reduced to lineage or blood ties; On the contrary, feudalism emerged due to insufficient lineage or blood ties.
