Akvâm-ı Cihân, written by Filibeli Ahmed Hilmi, one of our late thinkers, was published in 1329/1911. It was written at a time when the Ottomans had almost completely withdrawn from Europe and Africa. It is noteworthy that it was published at the same time as studies conducted in the West. The content of the work is about subjects such as the life of tribes and races, their psychological characteristics, facial and physical appearances, customs, traditions... and in this sense, it addresses the fields of literature, sociology and ethnology, religion and history. But as you read the work, you will see that it is admirable to bring together detailed and comprehensive information about such various tribes. Filibeli, the owner of such a work that could be written by "an intellectual with the memories and equipment of a great state", only focuses on the customs, traditions, cultures of the tribes, etc. He not only gave information about the future of the tribes, but also made a historical philosophy about the future of the tribes and recorded what kind of function these tribes could have in the future. This also deserves to be a subject of research. A research to be carried out at least from the date of publication of the work in 1911 to the present will enable Filibeli's thoughts and determinations to be better understood and put into place.
