Health services are always at the forefront of the responsibilities of the state towards its citizens. But what percentage of the population do these services cover, and who do they 'ignore'? Far from covering the entire population, the "General Health Insurance" bill is based on depriving those who do not pay their premiums of health services. It is frightening to even think about the disasters that a health insurance based on a premium system could cause in a country like Turkey, where economic instability prevails. This book, in which academics from different countries of Europe discuss the concept of "health services" and the history of practices in Europe, discuss their problems on a national scale and evaluate reform proposals, shows that health care is the primary duty of the state towards the citizens and that the 'customer-seller' relationship that is being tried to be created is distorted. once again reveals it with all its clarity.
