Eastern Problem - Necmeddin Sahir Sulan Reports Book Description This book, which is a compilation of 13 reports submitted by Necmeddin Sahir Sulan to the CHP and DP between 1939 and 1953, reflects the social engineering process followed by the state in the "Eastern problem" from the pen of a close observer of the period. Nine of these reports, which are mainly about Bingöl and Tunceli, were given to CHP and four to DP. The most difficult problem faced by Republican Turkey was to integrate these hard-to-reach regions, which were called Eastern Provinces in those days, with the nation state that was in the process of construction. Building roads, bringing water and electricity to these places. It is well known by the administrators of the Republic that the human structure of the region is different from other regions of the country. Eastern and Southeastern Anatolia remained in a relatively autonomous position during the Ottoman period. The state's expectations from these geographies were very limited, so it chose not to touch the region as long as it remained peaceful. It is almost impossible to talk about the existence of the state in these regions until the Republic. Necmeddin Sahir Sulan knew what politics was during the Single Party period. He went beyond the limits of the Single Party administration and contacted the people in the region where he was elected, and brought up the "sensitivity shown by the people". He took the opinions of some local administrators and served as a bridge between the people and the administration. In his reports, he collected a wealth of information about the region by applying the method we call "in-depth interview". Very few politicians of the period were so interested in the region from which they were elected. Necmeddin Sahir Sulan, who adopted a unique understanding of politics even today, made a unique contribution to the field of history with his archive and left us yesterday.
