“The smaller the circle, the greater the authority you give, do not be afraid. Especially this nation; My brothers, this nation, as a Turk, is a nation that has taken its spirit from democracy for centuries and has established democracy and equality in this world by gathering around all other various elements with the harmony of Islam. Don't be afraid of this at all. However, my brothers, for centuries, the law of this nation, its individual law, its national law, and its general law have been oppressed, groaned, and destroyed under the tyranny and oppression. Friends; As the legal scope of this grows, rest assured that it cannot be managed by itself..."

-Tunalı Hilmi Bey-

The constitution-making process undertaken by the First Grand National Assembly of Turkey within the framework of its "founding" mission is presented to us as a rich and inspiring experience with the book in your hands. The 1921 Constitution, which emerged as a product of this experience, is particularly remarkable as it is based on a non-monist, pluralist principle of "populism". As a requirement of this principle of populism and the understanding of popular sovereignty, the role given to decentralization and local autonomy is equally important. This decentralization, which was also included in the draft constitution written by Mustafa Kemal in 1923, would be eliminated in the 1924 Constitution. The experience of the 1921 Constitution, presented with a detailed interpretation and analysis by Murat Sevinç and Dinçer Demirkent, is noteworthy not only for the document that is its product, but also for its actual negotiations. These negotiations reveal a lively and rich environment for debate about constitutional principles and concepts. In fact, it is a debate that is still alive and well about all major political issues.
